HIGH RISK CONSTRUCTION WORK

High risk construction work is construction work that can be particularly hazardous, and if not managed appropriately can be potentially more dangerous.

High risk construction work involves:
  • Asbestos, explosives or diving work
  • Work carried out in an area in which there are artificial extremes of temperature
  • A risk of falling more than two metres or is carried out on a telecommunication tower
  • Building or demolition work involving tilt up or precast concrete, structural alterations or repairs to a structure that requires temporary support to prevent collapse
  • The demolition of a load bearing part of a structure or the demolition of any part of a structure that is likely to affect its physical integrity.
It also includes work carried out in, on, or near any:
  • Confined space
  • Shaft or trench with an excavated depth greater than 1.5 metres or a tunnel
  • Pressurised gas distribution mains or piping
  • Chemical, fuel or refrigerant lines
  • Energised electrical installations or services
  • Area where there are artificial extremes of temperature
  • Area that may have a contaminated or flammable atmosphere
  • Road, railway, shipping lane or other traffic corridor that is in use by traffic other than pedestrians
  • Area at a workplace in which there is any movement of powered mobile plant
  • Water or other liquid that involves a risk of drowning.

SAFE WORK METHOD STATEMENTS

A safe work method statement must be prepared for all high risk construction work.

The statement must:
  • List the types of high risk construction work being done
  • State the health and safety hazards and risks arising from the work to be carried out
  • Describe how the risks will be controlled
  • Describe how the risk control measures will be implemented, monitored and reviewed
  • Take into consideration factors that may affect the way in which the high risk work is carried out
  • Be accessible and easy to read
The business or employer must make sure that the high risk construction work activities are carried out in accordance with the statement. If high risk construction work is being carried out in connection with a construction project, it must take into account all relevant information that is in the work health and safety management plan.

A safe work method statement must be given to the principal contractor before the high risk construction work starts. The statement must be reviewed and updated if relevant control measures are revised.


Record keeping

The employer must keep a copy of the safe work method statement until all the work is completed. If there is a notifiable incident when the work is carried out, the statement must be kept for at least two years after the incident occurs.
